Twin Eagle II is a vertically scrolling shooter for one or two players, and a sequel to Twin Eagle.

Each player pilots a helicopter and there are three fire buttons, normal shot for air-to-air, ground shot for air-to-ground targets and limited attack grenades. Unlike most shoot'em ups the players can rotate their choppers 360 degrees, similar to Desert Strike, so they can fire at an angle or even downwards. Players can destroy nearly everything on screen, for example buildings and telecommunication towers will collapse when shot enough times.

At the beginning of a stage the player can select a mission sector A, B or C, and at the end there are cut scenes including a news anchor of the fictional SBC News Network, and army generals commenting on your progress. The game also features some broken English, for example "A bogey is closing fast. Easy, don't be panic" and other minor translation errors.
