Kochira Katsushika-ku Kameari Kōen-mae Hashutsujo: High-Tech Building Shinkō Soshi Sakusen! no Maki is a tower-defense style strategy game based on the anime and manga franchise known internationally as KochiKame: Tokyo Beat Cops. The player does not control any of the characters from the comic, but rather is cast as a guard at a new ultra-high-tech high rise building built by the Nakagawa Zaibatsu. As part of one of Ryotsu's hare-brained get rich quick schemes, four characters — Ryotsu, Saigo, Denkyoku, and Maria — are testing the security system and trying to reach the top floor of the building, and it's the player's job to make sure they don't make it to the top.

The player can set various traps around each floor; different characters are weak to different traps, and they each take a certain amount of time to set. Additionally, there's no way to know what route each character will take through a floor, and Ryotsu in particular will often take unconventional paths. The goal is to successfully stop all of the invading characters from reaching the top of the building; if any one of them reaches the top floor, the game is over.
